Happy Halloween, Mister President We weren't invited to the White House Halloween Party this year. But if
you were, and haven't yet decided on a costume, here's our suggestion. Since dresses like this are probably not available in stores, you'll have to make your own. Just go buy about 700 cigars, string them together with
